It's an automake-1.11 feature.

In short:

test-hellow % make V=0
make  all-am
make[1]: Entering directory `/home/flame/test-hellow'
  CC     hellow.o
  CCLD   hellow
make[1]: Leaving directory `/home/flame/test-hellow'

I propose to make V=0 as a default
