What steps will reproduce the problem?
1. Create file with the Russian letter ""с"" in the name. Eg., ""с.txt""
2. Copy this file to the remote machine using 'shell link'
3. That's it. Letter ""с"" replaced by ""?"".

Interesting fact is that this happens only with letters ""с"", ""ш"", and ""Ё"".
