User can't copy file to his/her home directory using '~'. Basically incorrect behaviour is when file's destination is entered as ""~/"" in which case MC tries to append '~' to user's home path and end up with error ""Cannot create target file""."	defect	closed	minor	4.8.12	mc-core	4.8.11	fixed					merged	committed-master
