Pure-ftpd ftp server waits for enabling of UTF-8 for names. This lead to the problem with non-ASCII names. mc doesn't enable this feaure for pure-ftpd server. mc should send FEAT command and check that server returns UTF8 feature. If the server supports UTF-8 then mc should enable it by sending OPTS UTF8 ON command to the server.
