MC's urar VFS erroneously handles some rar files created by Windows 
WinRAR. Although an archive contains unicode filenames MC doesn't 
show them.

At the same time when you extract such an archive all filenames are OK.

Two archives are attached to demonstrate this error.

is rendered like ?????, ?ਢ??

linux.rar#urar
is shown properly as Снова, привет
