path completion in command prompt and dialog boxes doesn't work with '~' present

Description

In 4.8.1.* series one could complete the path in command prompt or in dialog boxes input fields with Alt+TAB, even if the path stub had '~' in it.

In 4.8.6 this doesn't work. Completions without '~' in them work.

Options->Configuration has 'shell patterns' and 'complete: show all' checked.
