Regression in 4.8.25, commit [21d993f]:

Open a panel with many files (more than fit on the screen).

Click on a file name in this panel, and drag the mouse downwards, to below this file listing => the listing scrolls as expected.

Click on a file name in this panel, and drag the mouse upwards, to above this file listing => no scrolling.
