Tries to edit local menus in VFS

Description

When the current panel shows VFS, mc still tries to create local menu files and shows "Couldn't create file" instead of more appropriate error.

This was initially reported at ​https://bugzilla.altlinux.org/show_bug.cgi?id=7711
